Societies have to make decisions on how resources will be used because without those decisions things would be used carelessly. For example; If nobody conserved water, it'd be scarce. If society did not take care for how nonrenewable resources were to be used, would they run out faster? Yes. Some are poor decisions, but they're made none the less.
