I think what its trying to say is that the North and South believe in two different things, and if the slaves were in the South that's were they were going to stay and if they went up North then they will be free, but that was a lie because there were times that the slave owners went to the North and took back their slaves and if those slaves had kids sometimes they will take the kids too. I also think that the picture is trying to say at the time there were only two parts of the world the North and the South.
