In 2005 alone, lawmakers had to extend the highway and mass transit bill seven times due to disagreements on how the budget should be divided. Combine that disagreement with the fact that many of the powerful supporters of PRT were getting in hot water, and you have a recipe for disaster. Congress never passed the bill.
