Benito Mussolini was allies with Germany (Adolf Hitler) because it created a defense alliance between the countries and it also was to make sure that the U.S felt discouraged and scared to enter any conflict for fear of the consequences. Basically so they would have a sense of power over America and made sure they didn't get involved.
