Explanation:  Unlike a king who is considered a ruler who has a divine mandate, the ideas of the Enlightenment have influenced that everyone has the right to decide who will rule. The government represents the will of the people through the legal representatives elected by the people. There is some kind of agreement between the government and people, which makes the government subject to checks. If it does not work in the interests of the people, those same people can change the government.
