In an indirect democracy, major laws and rules are made by elected representatives. There are elections of individuals who then make decisions in regards to laws which is why the system of democracy is called "indirect."
It was "John Jay" who negotiated a trade treaty between the United States and Great Britain in 1794, since it was clear that it would be mutually beneficial for these nations to continue trading with one another.
