The reason is that the Germans showed that they would show no mercy, neither for soldiers or civilians so matter the reason. It proved that they were cold blooded, ruthless people. It also showed that they were overly confident in the fact that America wouldn’t get involved into the war, this along with the Zimmerman note proved otherwise.
