Answer: taking little action to aid Jews until World War II was nearly over

Explanation: America maintained a neutral status during world War 2. The only help rendered was allowing passage of fleeing jews into America. It was not until Japanese attack on pearl Harbour did America enter the war (this was close to the ending of the war) and then sent troops into Germany who eventually along with Russia liberate the concencration camps.

Lincoln said this because his ultimate goal was to preserve the Union. Although he detested slavery on moral and economic grounds, he thought that it would eventually die out on its own, if it could be contained where it was.
