We have,

New signs will be placed at the beginning and end of this section and at every 0.5 Km in between.

So, there are 2 signs placed, one at the beginning and one at the end.

Now, in between these 2 signs  there will be  \frac{26}{0.5} -1=13-1=12 signs.

Hence, the total new signs that are needed is 12+2=14.
