The Second Continental Congress assumed the normal functions of a government, appointing ambassadors, issuing paper currency, raising the Continental Army through conscription, and appointing generals to lead the army.

On July 4, 1776 they issued the Declaration of Independence declaring the United States as an independent country from Britain. On June 14, 1777 they passed the Flag Resolution for an official United States Flag.

The federalists wanted a constitution that would be able to defend citizens from abuses of power. But they saw no incompatibility between individual rights and the formation of a minimally structured central power to confront the complex problems. In opposition were the anti-federalists ,  they insisted that states should be free and independent and saw the creation of the United States as a new form of tyranny.

This is important to show how the US can be free and democratic about the opinions.
