This is because Bill and Sam, the kidnappers are dumb and idiots. Johnny is the devil’s child, he makes the life of kidnappers very miserable. This leads to comic ways in the story.  

Funniest part is when Johnny’s mother, Ebenezer Dorset agrees to take her son back only if Bill and Sam pay her.
