Explanation:

The new Deal consisted of several government programs that were intended top provide economic help for all citizens during the great depression regardless of race, religion, or ethnicity.  Several examples of those programs are things such as providing loans to obtain housing, job opportunities funded by the government, and food relief programs.

FDR's new deal was intended to help all people. But during the practices it failed to do so.

The majority recipients of the new deal programs were white citizens. Only small fractions of minorities actually benefited from the programs. The government budget for the new deals were limited and the white citizens mostly get the priorities.
