They turned a series of regional commercial conferences into a national constitutional convention at Philadelphia in 1787.

Mexican Americans were a minority in New Mexico. Also, New mexico was not a state, it was a territory. Another reason that did not have representation was because the federal government did not have any land in New Mexico, therefor had no interest.</span>
