Henry Clay believed that increased industrialization and investment in American industry would help the American economy. This is why his plan included the following

1) Increased tariffs- This tax on imported goods would increase the price of foreign goods, making citizens more likely to buy American made goods.

2) Subsidies and loans to companies working on infrastructure- This included the development of roads and railroads.

3)National bank- This central organization would help to foster commerce.
