Normally South Koreans are not welcome or permitted to visit North Korea, at any time of the year. This is most likely because of the past conflict between the two countries. Otherwise I believe anyone should be eligible to visit North Korea without much hassle. Although, many people say that it is unsafe to visit the country because of their nuclear weapons, but who knows?
