There are two goals for a standard introductory paragraph in literature:

1.) hooking the audience

2.) stating the claim / purpose for the paper

Logically speaking, it doesn't make sense to suddenly start writing about what the paper/subject is about without first introducing the topic and hooking the reader. Therefore, claims are usually towards the end after author is finished introducing the topic with a hook.
