Even then the goverment didn't give up so but then The Proclamation of Amnesty and Reconstruction was Lincoln's plan to reintegrate the Confederate states back into the Union, granting presidential pardons to all Southerners (except political leaders) who took an oath of future allegiance to the Union. Which made bad news for the african americans. though in the end it was so-so resolved when they gave african americans education, voting right and more.
