Answer:

Germany had brought to peace by being almost completely destroyed by the terms of the treaty. So peace can lead to war since Germany had to break the treaty to fight back. But it set up World War II for Germany's revenge and they had a chance to win but, Germany rushed into the Soviet Union and losing World War II.
