He was responsible for overseeing the people and maintaining peace and order in the society. Next to him were the "priests and nobles," followed by the "traders, shopkeepers, artisans and scribes." Next were the "farmers and the herders"; then, the <em>"unskilled workers," </em>who were at the lowest level of the pyramid.

Each of them focused on their set skills and were classified accordingly. It also dictated their social status in life.
