Timbuctu was located in an important empire and many trade routes went through it. This meant that the city grew and it became a cultural and a scientific world center because people from all over Africa gathered in it. Merchants and pilgrims spread wealth and religion and the empire only grew.
What Jackson meant by this quote is if one man stands up for what he believes in, many will follow because it is not that they do not believe in what they are following it is only because they are just too afraid to be the one to stand up.This also means that one man standing up for something he truly believes in is greater than many people standing up for something they don't.
