The answer is 3 after that he changed his name to Paul and sent letters and now his letter are know as Paul’s Letters. The way he converted was because he became blind and GOD told him why are you persecuting me and he sent him on a journey to realize Jesus is the son of God.

While Congress could write laws, there was no Executive branch or authority to enforce the laws. Each state could except or reject the law, making congress, and the central government, ineffectual. The AOC would eventually fail and be replaced by the Constitution.
