The Contiental Congress did not have the ability to tax, therefore it was hard to raise money. (The government was not able to tax because the people were very afraid of being taxed harshly like how it was before the colonies broke away from Britain and King James.)

Following the Kansas-Nebraska Act the Whig party fell apart. This left an opportunity for a new party to oppose the Democratic party. The know-nothings or American Party began electing their chosen legislators into office. This party was anti-catholic and famously aggressive towards immigrants.
