Madison disagreed with Jefferson's belief that a bill of rights would protect citizens.

Explanation:

According to Thomas Jefferson in his letter to Madison, he said "A bill of rights is what the people are entitled to, against every government on earth." This simply means that, he believed that every American should be protected from the infringement of liberties from Government. Liberties such as: religion, speech, press and petition.

However, James Madison disagreed with him, and as a federalist, he believes that, the constitution has already limit the power of the federal government, thereby bill of right is unnecessary at that point.

On May 20th, 1854,  a group of politically- minded former Whigs met in Ripon , Wisconsin to talk about the possibility of forming a new political party that would focus on preventing the spread of slavery in the Western territories. The idea  took off and on June 6th 1854, over 10,000 people  gathered in Jackson, Michigan to establish the new party and thus the Republican party was born.
