If the Virginia Plan had taken hold in terms of the new Constitution, then there would be two houses of the legislature both made up of representatives based on the population size of the states, as opposed to one house being set at a certain number of representatives, as it now with the Senate.

It was forgotten in it's time because no one cared about being civil and listening to what EVERYONE wanted and being at peace with one another. They thought fighting in a war would help them simmer their dispute. Today, we don't fight over lands and things as much as we used to. While South America and North America are still fighting, *not in a huge war* it's not the same as it was then.

The difference is that Roosevelt was ready to do more to solve the problems brought about by the Great Depression while Hoover was more hesitant to let government intervene.  The programs he launched such as the National Credit Corporation, the Reconstruction Finance Corporation, and the Emergency Relief and Construction Act <span>came late to do any good.  Upon assuming office, Roosevelt quickly launched various programs to solve the problems.  In the end, Roosevelt was right in his approach of Government intervention because at the time,  people needed support to uplift their lives.</span>

To be a good citizen anywhere you have to be a good person. That means showing respect, having a good attitude or just helping out. In the classroom, you have to show responsibility by doing your homework on time, or listening and following directions.
