This is basically a pretty tough question to answer. The Supreme Court has the final <span>authority for interpreting the U.S. constitution. This does not mean that it can make amendments to the constitution. The Senate actually makes amendments. On the other hand the total judicial branch of the government look into the matter of adhering properly to the constitution. </span>
