Im pretty sure it’s D because it says that “The Anti-Federalists opposed the ratification of the 1787 U.S. Constitution because they feared that the new government would be too powerful and thus threatening individual liberties, given the absence of a bill of rights”

The USA was committed to capitalism and democratic institutions of government.
The USSR was committed to communism and imposed authoritarian government.
The Cold War was mostly a tension between these worldviews.
