In Canada, the Federal Court deals with immigration and refugee disputes, intellectual property rights issues, citizenship appeal cases and matters of Crown Corporations. The Federal Court of Appeal deals with issues arising from the Federal Court and the Tax Court.

This meant that when he wanted to change, he helped them through the struggle to get to the finish line (democracy). If he left China on its own and restricted them, China may not have became a democratic country as it is now.
