Cyrus the Great ruled the Achaemenid Empire. He was known for his tolerance, which enabled him to unite all tribes, languages, religions, and cultures. His victory in the Babylonian war gave him a great advantage for the competition of trade routes.

A diplomatic proposal to Friesland had been established by Stephen of England. He captured Friesland in 1162, but he died with a stubborn baron.
