1 is correct. The Empire became way to large and stretched across Western Europe to even Northern Africa, along the some of the Fertile Cresent and Anatolia. Because the territory was so large it was best to divide the Empire in two, thus having the Roman Empire in the west and the Eastern Roman Empire or the Byzantine Empire in the east
