The relationship between the Bailiff and God is one of Judge and executioner.

Explanation:

When a court gives an order, it is the work of the bailiff to ensure that those orders are obeyed. He is like the law enforcement agent, or custodian, or legal officer of the court. In some cases, the bailiff has the powers to size properties, freeze bank account, etc.

The relationship dynamic is very significant to the story's plot. There was no way the story would have been complete without the presence of a Bailiff
