All of the features listed above where part of that mercantilist system, and because it enriches the political class, it was enthusiastically adopted and made increasingly sophisticated over the years.

So basically, the pervasive corruption of government; the sole goals of government to control and confiscate; demonstrate the foundations that were laid by Hamilton.
