The "Necessary and Proper Clause" is one of the most important clauses of the Constitution of the United States. It is inserted in Article I, Section 8 of the constitutional text, and empowers Congress to carry out all those powers not explicitly enumerated in the Constitution that are necessary and proper for the normal exercise of the enumerated powers.
