When determining whether a country should use it's military forces, that country need to find out whether the deployment of the milltuiary is necessary to eliminate some sort of threats to the soil.
If the the congress deploy the military without this sense of urgency, it will only resulted in a civil unrest that make that other country become our opposition. This might negatively affect us in the future.
