When India began its population policies in 1951, the government focused on D. family planning education.

The government provided birth control information in existing hospitals and health care facilities in the 1950s. However, the government did not actively promote family planning education which still resulted to an increase in population growth.

It was only in the late 1960s that the government became more aggressive in trying to control the population growth to the extent of giving government-enforced sterilization as part of the state-sponsored birth control measures.
