The picture shows the woman being pushed aside while the men in prison uniforms would vote first in the box that says ballot which states that  woman in the the 1900s where always less important than man that when it came to voting woman would be pushed aside and men would vote first and that woman where only for making children and being a housewife for men. The picture also shows that although the woman could be educated and never been in prison and have children the men in prison still goes first. which concludes that the main Idea of the picture is that the article is going to be about woman be looked down on and how they didn't have the rights to vote or to vote first.
