That name was given to Spanish-speaking original colonists living in California before its incorporation into US territories, or their descendants. It wasn´t used to refer to immigrants from the East Coast or to European immigrants in that state either in the 19th century or later.
Lincoln's blueprint for Reconstruction included the Ten-Percent Plan, which specified that a southern state could be readmitted into the Union once 10 percent of its voters (from the voter rolls for the election of 1860) swore an oath of allegiance to the Union.
