Both Lincoln's and Johnson's Reconstruction plans were lenient compared to the Radical Republicans plan. Lincoln wanted a quick reintegration of the Southern states reinstatement to Congress. Obviously they formed governments and made war on the Union.

The problem was Lincoln was assassinated and Johnson did not have Lincoln's political capital to fight the Radicals. They could never have challenged Lincoln with impeachment as they did Johnson.
