"Laissez-faire" can be translated as an attitude of letting things be. As an Economic Doctrine it means the abstention by the government from interfering with the free market. This is also known as the "laissez-faire capitalism", which is completely oppossed to economic regulations.
They drove down prices of crop and food because they had free labor so they could charge less then other people.
