Under the Articles of Confederation the Congress was uni-cameral. The delegates would have one vote per state. Two plans were proposed to fix representation issues posed by the Articles of Confederation: The Virginia Plan and The New Jersey plan.

The Virginia Plan stated that representation should be based on the population of the states. This benefitted the larger populated states and today the House of Representatives illustrates this plan.

The New Jersey Plan said that representation should be based proportionally, meaning that all states must have the same number of delegates. This gave benefits to the lesser populated states and is what we know as the Senate today.

The Great Compromise (Connecticut Plan) allowed for both the Senate and House of Representatives to be part of the government.
