By letting interest groups influenced the government.

Explanation:

Many government officials that held their position today came in with the financial backing of Interest groups. In exchange of their backing, these groups expected the Government to pass legislations that are beneficial for them.

By following their demand, the government has failed at serving the will of the majority of the voters by not passing legislations that's desired by most people. But, at the same time, they're also not serving the minotirtyu by passing legislations that helped citizens in need obtain opportunities to advance.

By letting interest groups take control, the government serve a whole other entity that does not necessarily need their help.

So all of their ideas at the time was part of their schooling and other nations that accepted their culture were learned like that, so when they decided to go to their mainland they just pass those knowledge to the people. After all, all nations that were occupied as time goes by defended themselves and gained their freedom. You can change nations, etnics, country and everything but ideas will always remain the same and they we'll spread. Sorry for some mistakes, my english ain't perfect.
