If the folks in that area believes that burying their dead people at a rainy mountain could mean or could do them good then it is appropriate however if it is against their culture or tradition then it is safe to say that it is inappropriate. Take note, that such practice can either be appropriate or inappropriate in other areas depending on their beliefs, traditions and values.
