Yes one can, as a child your mind is more creative hence making more creative changes and bringing in new ideas, besides that you have more energy to put into projects that can change the world, take a look at Greta thunberg at 17. ( can’t spell her name lol) she strives for a safe planet and taking care of rights of animals etc, this is just an example to help u get started.

Yes, I believe that anybody with the right intentions can make a huge impact on society. For example a person like Greta Thunberg who is only 17 has reached the minds of millions and works hard continuously to make the earth a better place. She and many others are proof that you can do anything you desire at any age. Sometimes hearing wisdom coming from others of a young age can draw more attention and make an even larger impact.
