We cannot see air becuase it is in out natural surroundings whilst we can see water because it is surrounded by land, making it noticeable. Since fish are surrounded in nothing but water, the same thing applies with them; air is our natural surrounding whereas water is theirs. Fish cannont see air because they die before seeing it.
