During the Constitutional Convention held in the city of Philadephia, Pennsylvania in the summer of 1787, the delegates had many differences about the kind of government needed for the United States. Federalists and Antifederalists debated and argued, defending its ideas of a strong cental government and a more simple government with rights for the citizens, respectively.

Regarding representation on the United States Congress, after so much discussion and debating of plans such as the New Jersey plan, delegates agreed on the Connecticut Plan or the Great Compromise, proposed by Roger Sherman.
