Answer:

It really helps the people in charge monitor what's going on, since most of the people in that society think that it is in a person's best interest to let the government know if anything illegal is happening. Families keeping tabs on each other is a much better way for the gov. to handle that because there is a sense of trust within a family unit, something gov. officials might not have. Hope this helps!!
