I think it's "Pictures display information when written instructions are more complicated". Personally I believe it's just a majorly confusing way of saying: when the written instructions are too complicated they use pictures as well.
The way the internet community can eliminate safety online is that parents need to make sure what their kids are posting online about themselves and others but in my opinion, I think that the community's need to downgrade from their normal everyday cell phone or computer schedule and go outside and play.
