Basic human and civil rights cannot be taken away by the government. And whatever the government, rational or irrational, these rights can not be taken away. However, rational government restrict or regulate certain rights in order to protect everyone's rights. Liberty is the condition of having the power to act and speak without restraints, and not everything can be said in public (example: not using insulting words in public)
