For example the Federal Government gives the states to choose if the marijuana is legal or not in their territories and nowadays sevral states legalized it and others do not. In this case for example it dependes on the control that the State Government does over this matter and that pople respect the rules of how to use it and consume it. This matter is really important and affects the economy of the United States, but if the Federal and the State Government cooperate to control and give this industry a conscious and responsible use, this is a good choice that both authorities are making.
