Not following the Jim Crow laws would be a huge problem for African-American people depending on what they did. They could be incarcerated, fined, beaten, or even worse, lynched and killed. A famous African-American child was killed by an angry mob after a white woman claimed that his behavior was inappropriate and what's even worse is that the people who killed him were acquitted.
There were several main reasons why the church respond with its Catholic reformation, but the main reason was that it had to fight back against the Protestants.
