So basically, the union didn't due anything to avoid more conflict and to attempt to have no other states leave. What happened is that the union forgot about a little place called Fort Sumter, and the people their were almost out of food! Lincoln then sent a message to the president of the Confederacy that he was only sending them food supplies, but that guy wasn't to happy with that and called war of Lincolns butt, because apparently we were invading the south.
To sum it up. They didn't act upon, because if they did it means that the union is acknowledging that fact that they succeeded the union. Then the soldiers over at Fort Sumter were going to starve, because they were low on supplies. He attempted to negotiate, by only sending food, but the pres. of the south, called for war. THUS THE START OF THE CIVIL WAR!
